But the autority of the Company did not embrace the whole island and all the different tribes of its inhabitants. With some of them the Company concluded peace, with others it kept “cautious neutrality”, but with some others it had to ?ght. Finally some lands and tribes had managed to remain outside the Dutch reach. I.B. Bochkareva. A Struggle on the Questions of Tactics in the Indian National Congress (the First Half of the 1920-s)
On the stage of the national-liberation movenment the Indian National Congress included groups and currents that in different ways approached the question of the methods of struggle, but a general purpose, the achievement of self-government and the internal consensus concerning the constitutional character of the forms of activity, consolidated the party. Because of the heterogeneousness in ideology and political views in the Indian National Congress disputes periodecially arose in it about the purposes and tactics of the national struggle. At the same time in the course of internal disputes in the party a more ?exible tactical line was being worked out that allowed the party to move forward to its purpose. The importance of the struggle within the party that had developed in the Indian National Congress after the end of the ?rst campaign of civil disobedience at the beginning of 1922 was in that the Congress was actually deciding the question whether in its further activity it should use constitutional, parliamentary forms of struggle or fully adopt Gandhi’s doctrine orientated to the revival of traditional public institutions and non-cooperation with the colonial regime.
