Civilizational dimension of international relations in the Near East in the twenty first century

This article deals with the present stage of development of the system of international relations in the Near East in terms of the theory of civilizations. Norms of the Westphalian system of international relations do not fully apply to semi-modernization Arab Societies. Foreign policy of the Arab states is not only rational self-interest, but also symbolic objective. The conflicts in the Near East have a dual nature (interstate and civilizational). It is unclear what will be in the future the principle of organization of the system of international relations in the region.
