The International Khmer Rouge Tribunal: unavoidable retribution

This paper considers the history of the formation and actual functioning of the International Khmer Rouge Tribunal. The Khmer Rouge regime implemented genocidal policies in 1975–1978. The article shows that the decisions of the Tribunal are among the key benchmarks against which the Khmer people evaluate justice and the restoration of truth. The paper also examines the specificity of the functioning of the Tribunal and of the impact of external and internal factors. The author examines some of the key drawbacks of the operation of the Tribunal, such as a weak factual foundation, political interference, extremely lengthy, and costly judicial processes.
