Аннотация
В комплексе проблем социально-экономического, политического, культурного развития африканских стран заметное место в последние десятилетия (1990-2010-е годы) занимают вопросы становления в них гражданского общества. На первый взгляд ситуация в подавляющем большинстве стран региона не дает оснований для постановки этих вопросов в исследовательском плане, особенно учитывая евро-американское происхождение и довольно рыхлое содержание самой концепции гражданского общества. Между тем в странах Юга, включая африканские, "появились новые акторы, принадлежность которых к гражданскому обществу вряд ли может быть оспорена". [Planche, 2007, р. 45]. Цель статьи - анализ общих условий, определяющих фактическое положение в этой сфере общественных отношений в странах Африки.
Abstract
The article concerns the questions of the formation of civil society in African countries. The attention is mainly focused on the relations between the state and different civil organizations. It is noted that the chances to move from the existing beginnings of the civil society to its more complete manifestations are seriously restricted by economic weakness of the most countries of the continent, by the poverty of the bulk of the population, the absence of the real democratization of political regimes and by the number of other factors. At the same time the energetic activity of civil organizations gives a basis on the whole in an optimistic way to see the prospects of the formation of a civil society of a specific African character.
