Аннотация
Ливия принадлежит к числу стран, на протяжении нескольких десятилетий приносивших изрядную "головную боль" мировому сообществу. Будучи сравнительно небольшим государством, она еще совсем недавно считалась одним из центров международного терроризма и даже не пыталась снять с себя эти обвинения.
Abstract
A few years ago the Libyan leadership suddenly and abruptly changed its political course. To-day's political situation in the country is characterized, firstly, by a rather strict internal regime; secondly, by "compliance" in the international arena. However, in spite of such an abrupt "change of the course", the radical changes in the foreign and international policy of the country, it is early to forecast something and to say that the "Libyan riddle" is solved. Besides the fact that this state has sizable energy resources it has gone a long and difficult road of state development behind which were A. Sherif, O. Muhtar, I. Senusi and M. Kaddafi. Together with the changes in the foreign and internal policy of Lybia serious reforms have also taken place in the sphere of its state oil business. The situation in the Lybian oil and gas sector reflects the general political model of the country's state structure where the whole power in concentrated in M. Kaddafi's hands. On this background the prospects of Russian and other foreign componies in the fuel and energy complex of Lybia look somewhat obscurely. Speaking about the corruption in the country it should be noted that Lybia is a highly corrupt state with a great bureaucratic machinery. It is connected, first of all, with the specific conditions of the closed lifestyle, of the local population frozen in a clan-tribal structure, cult anomalies and the cult of a leader with the absence of deep democratic traditions.
