Аннотация
Статья не ставит целью рассмотреть весь комплекс социально-экономических мероприятий, осуществленных во Вьетнаме в период 1976-1986 гг., т.е. в первое десятилетие после воссоединения страны. В ней прослеживается лишь один, но, как представляется, самый важный аспект экономической политики вьетнамского руководства в те годы: процесс выработки концепции преобразований и хозяйственного строительства в воссоединенном Вьетнаме, который, по существу, и охватывает 1976-1986 гг.
Abstract
After the reunification of Vietnam in July 1975 a very difficult task faced the government, the political and public organizations, the economic and managerial organs, the population of the country: to build a single society of a new Vietnam. In other words it was necessary to reunify two societies differing in their economic basis, social structure, way of life, psychology, those of North and South Vietnam. The principal basis and direction of this activity were determined at the IV congress of the ruling Communist party of Vietnam in 1976 - the building of socialism in a single Vietnam. The article deals with the process of realizing this course during the decade of 1976-1986, during which serious problems were arising caused by the non-efficiency of using the methods of orthodox socialism in the real situation of Vietnam. Such circumstances were giving rise to arguments, doubts, suggestions about improving the system of control over the country's economy, but without going out of the postulates of "classical" socialism, which prevailed in most socialist countries in those years. At the same time the practice of economic construction, especially locally, made it inevitable to retreat from the "unshakable" canons, to seek new ways and as a result brought to the working out of a renovation course in 1986, that is to the reorganization of the whole economic structure and the system of economic control. The building of a new economic basis was started, of the socialist-orientated market economy. Along this course Vietnam entered the XXI century.
