The first modern foreign language school in the Qing Empire Tung Wen Guan 同文馆 was set up in Beijing in 1862. Since then formation of a new education system had begun. The school focused on the training of practical personnel who were able to work for the benefit of the reforms conducted in Qing China since the second part of the nineteenth century. The school authorities paid high attention to teaching the Russian language whose influence on this institution, especially in the early period of its existence, was quite strong. They used rich experience gained by the local authorities during organization of the education process in the Russian language school under the Cabinet opened as early as 1708. Thanks to the Russian teachers who taught at the Tung Wen Guan on a regular basis, the first group of Chinese experts in the Russian language and literature was trained.
