Continuity of Administration Model in Taiwan During Colonial and Postcolonial Periods

The administration model in Taiwan during the first decade after 1945 in general followed Japanese model which was based on government control over economic development. This model helped to develop industry and agriculture, establish well-developed infrastructure, organize commerce and raise living standards. Progress of Taiwan under the Japanese rule was the cause of continuity of Japanese model in Taiwan during postcolonial (Chinese) period. In turn, the policy of Chinese government in Taiwan after 1945 that adopted Japanese practice sometimes is called semi-colonial or colonial. Chinese administration slightly invested in economic of Taiwan and took advantage of island’s resources to serve the interests of mainland China, especially in 1945–1949. Colonial administrative methods during 1945–1949 such as exploitation of natural and labor resources, impeding capital accumulation, administration with the help of migrants came from metropolis, suggest that colonial rule in Taiwan finished in 1949 only.
